EdCHOICE EXPANSION SCHOLARSHIP
The EdChoice Expansion program is open to students who do not qualify for the Cleveland Scholarship program. Scholarships are universal. All Ohio families qualify. Scholarships for EdChoice Expansion are awarded based on the Adjusted Gross Income (AGI) of a family’s household. If a family’s household income is at or below 450 percent of the Federal Poverty Level, they will be awarded the maximum scholarship amount. If a family’s household income is at or above 451 percent of the Federal Poverty Level, the student’s scholarship award will be prorated based on the chart found under EdChoice Expansion Resources.
The scholarship amount can only be used towards tuition. Parents and/or guardians may still have to pay registration fees, material fees and other similar types of fees. If the private school's tuition is higher than the EdChoice Scholarship amount and the family does not qualify for low-income status (at or below 200 percent of the Federal Poverty Guidelines), the family may have to pay the difference. However, families who qualify for low-income status do not have to pay any tuition that is not covered by the scholarship. In order for the family to be considered for the low-Income status, the family must submit their household income annually to the Department of Education and Workforce.
Effective July 1, 2025, only Federal or State 1040 forms are accepted for Income Verification purposes. The Department uses an online Scholarship Income Verification System. The system is available for families to enter and submit their income information electronically to the Office of Nonpublic Educational Options for verification. Parents are able to enter household member information, income information and upload supporting income documents directly into the online system.

Jon Peterson Special Need Scholarship
A student who has been identified as a child with a disability and for whom the public school district has created an individualized education program (IEP) qualifies for the JPSN scholarship program.
When the student has been identified by their public school district as a child with a disability, the child's evaluation team report (ETR) from the public school district states that the child requires special education and/or related services under the Individual with Disabilities Education Improvement Act of 2004 (IDEA).
The student must also have a current IEP from the public school district of residence that is finalized and all parties, including the parent or guardian, must be in agreement with the IEP.
